Project Overview
Phase 4 site offers a 0.8ha residential development opportunity in Gallowgate Transformational Regeneration Area with capacity for 120 private sale, MMR or BTR homes, benefiting from strong transport links and development potential.
The Gallowgate Transformational Regeneration Area (TRA) is one of eight citywide TRAs, with a long history of housing and industry and previously home to the 31‑storey Bluevale and Whitevale towers, demolished in 2016. The area is well‑connected via Bellgrove Railway Station and the East End Regeneration Route, and benefits from strong local amenities including the Glasgow Club, Forge Retail Park, and neighbouring St Mungo’s Academy, with further amenities in the Dennistoun neighbourhood.
Three development sites are identified within the TRA: a 2.21ha cleared site at Whitevale Street/Bluevale Street/Millerston Street; the 0.8ha Phase 4 site at Slatefield Street adjacent to Phase 3; and the 0.3ha B‑listed Whitevale Baths plot, where only the front façade remains. These sites sit within an active regeneration context, supported by significant recent investment including 275 new affordable homes in Gallowgate and major nearby developments such as the Meatmarket (365 homes) and Calton Village (242 homes), positioning the area for continued housing‑led growth.


Investment Opportunities
Gallowgate TRA sites form a well‑located, high‑amenity regeneration opportunity offering strong transport connectivity, near‑term development readiness and a clear planning and financial baseline for investment.
Phase 4 of the Gallowgate Transformational Regeneration Area (TRA) comprises two development sites at Slatefield Street in a well‑connected neighbourhood with established flatted and terraced housing, excellent access to public transport via Bellgrove Station and proximity to Glasgow Club, Forge Retail Park and St Mungo’s Academy. The sites are in public ownership and identified for residential development within the TRA framework.
A drainage strategy is currently ongoing with further site investments and drainage impact assessments being carried out to further unlock the site.
These are supported by TC:G’s 2025 Business Plan Refresh, which includes updated financial forecasts, a market assessment by NMB and Rettie & Co. This provides a robust commercial basis for progressing development within Phase 4 and confirms identifiable demand and a viable delivery pathway for new homes in Gallowgate.
Progress Update
Phases 1 and 2 of the Gallowgate TRA programme were delivered by WHG in 2013 and 2020 respectively. Together, these phases provided a total of 201 new-build homes, including a mix of social rent reprovisioning, general social rent, mid-market rent, and shared equity units. This housing delivery has contributed significantly to the transformation of the area and the creation of a more balanced and diverse residential community. Work is currently progressing on the redevelopment of the B Listed, Bellgrove Hotel.
The final phases of new build development are anticipated to deliver approximately 105 units for private sale. Soft Market Testing (SMT) undertaken by the partners in 2024 indicated some market demand for the development opportunities at Gallowgate, with mid-market rent developments and private sales markets performing well in the wider area. Further investigations are being carried out to determine a drainage strategy for the site, which will bring this a step closer to bringing it to the market.
