Project Overview
A once in a generation opportunity to contribute to the regeneration of Scotland’s sixth and eighth largest towns, delivering a new vision for the town centres and their communities.
East Kilbride is the sixth largest conurbation in Scotland by population with the largest covered town centre in Scotland and one of the largest in the UK. The Council and key stakeholders have created a masterplan which has been widely consulted on generating broad public and political support. The delivery of the masterplan is now a key priority for the council and will transform Scotland’s first new town.
The demolition of unviable parts of the centre is underway with development platforms available from mid 2027. Follow-on opportunities exist when the council relocates form its Civic Centre adjacent to the town centre facilitating further development.
Hamilton is a traditional town centre within which the council own key assets which have come to the end of their economic life. The council are in the process of clearing these sites to create development opportunities for up to 350 homes and 25,000 sqm of commercial space.
The council is interested in securing development partners and investors to deliver the vision for the future of East Kilbride.
The delivery of East Kilbride masterplan will set a template for other New Towns across the country.

Investment Opportunities
The council own the main sites for regeneration with the remainder of the town centre currently on the market.
Mixed use development with planning permission is principle secured in East Kilbride – residential up to 280 units commercial up to 8,000 sqm.
A full market appraisal has been undertaken by Savills and early engagement with residential developers has identified strong demand for the residential development. The commercial elements will be occupied by the council and public sector partners
Early engagement with developers points to the residential development being commercially viable. The council’s covenant will ensure commercial returns on the remaining elements.
Demolition and site preparation is underway and due to complete in Q2 2027. The council has all funding and approvals in place to deliver the proposal.
The project is part funded by the Glasgow City Region City Deal which requires a Green Book Business case to be prepared. The Outline Business case is complete and approved.
Progress Update
The masterplan is complete, council funding is secured, planning permission in principle is secured and demolition and site preparation works are underway.
