Project Overview

The Scottish Marine Technology Park (SMTP) anchored by the Maritime Supply Chain Innovation Centre (MSCIC) will create a new maritime cluster on the banks of the River Clyde, for the wider Glasgow City Region and Scotland.

The site is uniquely located with direct access to the deep-water channel of the River Clyde and will deliver over 30,000sqm of high value manufacturing space for the maritime sector. Direct access to the river together with the innovation services delivered by the University of Strathclyde are the project’s USPs that will transform how SMEs engage to drive competitiveness and growth in maritime and adjacent sectors.

With the UK making once-in-a-generation investments in defence and renewable energy infrastructure, including a major offshore wind expansion, now is the time to ensure that local industries benefit and that essential maritime infrastructure is delivered. The MSCIC, based at the SMTP, will provide critical innovation services to regional SMEs to adopt advanced technologies so that they can successfully compete in global markets.

The proposed Scottish Marine Technology Park will be anchored by the MSCIC delivering innovation support for SMEs across the maritime sector. The MSCIC will be a purpose-built platform developed around the realities, challenges, and ambitions of SMEs. Its mission is to accelerate the adoption of technologies through practical, low-risk, cost-effective deployment support to develop a supply chain that is increasingly flexible, agile and integrated.

The project strongly aligns with UK and Scottish Government, regional and local policy. It supports national ambitions by transforming a long-term vacant and derelict site into an employment hub capable of supporting over 700 new and high paying jobs. It also aligns with National Planning Framework 4 (NPF4), which designates Clyde Mission as a ‘National Development’ and identifies the North Clyde Riverbank as a priority for bringing derelict land back into productive use, boosting the regional economy and tackling health and economic inequalities in West Dunbartonshire.

Investment Opportunities

The SMTP is a regeneration project that requires private sector investment to support development of manufacturing units across all three phases of development. The site ownership will transfer to a not-for-profit organisation which will have responsibility for running the park and innovation centre. The project is specifically for SMEs in the maritime sector.

Phase 1 will deliver over 5,700sqm of advanced manufacturing floor space and is expected to be on-site by 2028. Phase 2 and 3 of the development has Planning Permission in Principle and is expected to be on-site in 2031.

The project Outline Business Case is close to completion with a Full Business Case for SMTP Phase 1 expected to follow in 2027.

Progress Update

The SMTP/MSCIC is now an approved Glasgow City Region Investment Zone project with a funding contribution of £20M confirmed. The project has secured over £4 million of funding from the Scottish Government’s Regeneration Capital Grant Fund to remediate the site, removing a long-standing barrier to regeneration. Works are due to begin on-site during summer 2026.

Following an 18 month programme of remediation, the SMTP will be delivered in phases with public sector investment addressing most of the site ‘abnormals’. Phase 1 will see the development of over 5,700sqm of modern, efficient manufacturing floor space including the MSCIC innovation building.

Phase 2 and Phase 3 of the SMTP extends to 10.5 hectares and has Planning Permission in Principle (PPiP) for the delivery of 28,000sqm of industrial floorspace, a Heavy Lift Quay and ship lift allowing access to the deep-water channel of the River Clyde. These phases of delivery are anticipated to generate further private sector investment to support delivery from 2031 onwards.
