Executive Summary
The Digital Glasgow Strategy 2024-2030 sets out an integrated and joined-up plan for putting in place stronger foundations for equipping Glasgow to benefit from the ever-increasing opportunities that digitisation can provide for our society, the city’s economy, and for public services, whilst at the same time addressing the challenges that digitisation brings. The strategy is an underpinning and enabling strategy for delivering Glasgow’s Strategic Plan (2022-2027) which set out the following grand challenges for the city -
- Reduce poverty and inequality in our communities
- Increase opportunity and prosperity for all our citizens
- Fight the climate emergency in a just transition to a net zero Glasgow
- Enable staff to deliver essential services in a sustainable, innovative, and efficient way for our communities
In developing the Digital Glasgow Strategy, the commitments set out in Glasgow’s Strategic Plan have been grouped into priorities for three missions that provide a focus for how digital will underpin the Strategic Plan, each of which support the core values set by the Digital Glasgow Board:

This is a strategy that aims to establish a core set of values for digitisation in the city, to focus on the benefits and outcomes that digital can provide, to address the challenges that it can create, and to build fundamental capability and capacity to be successful at delivering digital programmes in the city (and within the city council). It will provide increased capacity for realising the ambition set out in the Glasgow’s Strategic Plan and it will deliver benefits to the people of Glasgow, to the tech sector, as well as providing opportunities for the city council to improve operational effectiveness, enhance its customer service, and deliver better outcomes. By focusing on the capability and capacity, however, the strategy will provide the grounding for increased digital innovation in the city to address the city’s grand challenges now, and into the future.
